Jiangsu Provincial People's Congress (JPPC)

  Jiangsu Provincial People’s Congress is a local organ of state power, which was founded in August, 1954. The term of office of JPPC is five years. It is now the Twelfth Congress (2013.1-2018.1).

  Deputies to JPPC are elected from and by the people’s congresses at the lower-level cities that have districts under their jurisdiction. On the Twelfth JPPC, the quota of deputies is 808, and the provincial people’s congress sits once a year. According to the Constitution of the People’s Republic of China and the Organization Law of local People’s Congress and the People’s Government of the People’s Republic of China, JPPC has the following functions and powers:

  To make and issue its own local laws for practical needs of its jurisdiction area based on specific conditions, which must not contravene the Constitution, national laws or executive rules, and must be presented to the Standing Committee of the National People’s Congress and the State Council for the record;

To ensure the observance and implementation of the Constitution, the statutes, the administrative rules and regulations, and national plans, financial budget in its jurisdiction area;

  To examine and approve the plans and budget of the provincial economic and social development and the reports on their implementation;

  To discuss and decide the provincial major issues in politics, economy, culture, environment, etc.;

  To elect the members of the Standing Committee of JPPC, the principal leaders of the provincial people’s government, the provincial higher people’s court and the provincial people’s procuratorate, and the deputies to the National People’s Congress;

  To hear and examine the work reports of the provincial state organs;

  To amend or annul the inappropriate resolutions issued by the Standing Committee of JPPC;

  To annul the inappropriate decisions or decrees made by the provincial people’s government.
